Invitation for Prequalification
This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on August 2003. The eligibility rules and procedures of ADB will govern the Prequalification and the bidding process.
The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Western Uzbekistan Rural Water Supply Project.
The ADB Project Management Unit (PMU) of the Ministry of Economy (the "Employer") intends to prequalify firms for the design and construction of the following works comprising Contract B01 - Trunk Mains:

Shavat-Koshkupir Trunk Main in the Khorezem Province, 18 km, 500mm diameter
Lot 2
Khiva-Yangiarik Trunk Main in the Khorezem Province, 20 km, 500mm diameter

Link Trunk Main in Shumanay rayon of the Republic of Karakalpakstan, 24 km, 400mm diamater

It is expected that the Invitation for Bids will be made in November 2004.
International competitive bidding will be conducted in accordance with the ADB's Single-Stage:One-Envelope bidding procedure for Design-Build and Turnkey Contracts and will be open to all Bidders from eligible source countries. Bids will be invited for individual lots or any combination of lots.

2. This report alerts U.S. firms to US$500 Thousand in new, potential procurement of consulting services under the Asian Development Bank's (ADB) technical assistance (TA) programs. Opportunity is reported for Tajikistan. In 2003, U.S. firms, including many small consulting firms, succeeded in winning US$31.6 million ADB-funded national technical assistance contracts out of a total ADB-financed consulting budget of US$346 million.
3. The ADB selects a consultant for a TA grant based on its prior Expression of Interest (EOI). An EOI can be transmitted on-line through the ADB's website (www.adb.org); afterward it will be acknowledged automatically. Firms may opt to send a hardcopy follow-up EOI addressed to Mr. Robert J. Robertson, Director, Consulting Services Division, with a copy to the ADB Project Officer. The EOI should relate a firm's experience and expertise to the ADB project. It is important for a U.S. firm to emphasize that it has a similar project experience in the country or in a similar geographic area, rather than present a general profile of its consulting activities. A separate EOI should be submitted for each project. The project name indicated in the EOI should exactly match that listed in the ADB Business Opportunities publication to avoid confusion.
4. To be considered for employment, consulting firms must register on the ADB's DACON (Data on Consulting Firms) system or for individual consultants on DICON (Data on Individual Consultants) system. Otherwise, their EOIs will not be accepted. DACON and DICON registration can be done on-line at www.adb.org/consulting.
5. ADB's DACON
(http://www.adb.org/Consulting/dacon.asp) is a database of firms and other organizations from the ADB's member countries that are qualified to provide consulting services for ADB projects. The DACON contains information on the experience and capacity of the firms and organizations. ADB requires firms or organizations to register on the DACON so that the ADB can consider hem
for short-listing for a technical assistance project. The term "firm or organization" covers all sources of consultants, such as consulting firms, government agencies, public sector organizations, national and international institutions and non-government organizations.

The Republic of Uzbekistan has received a loan from the international Bank for Reconstruction and Development towards the cost of Rural Enterprise Support Project and intends to apply part of the funds cover eligible payments under the contract for Rehabilitation of Inter-farm irrigation and Drainage Infrastructure in Nishan and Sherabad Districts. 1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, issue no. 602 of March 16,2003.
2. The Kyrgyz Republic has received a credits from the International Development Association and has applied for a grant from the German Government (KfW) toward the cost of Power and District Heating Rehabilitation Project, and it intends to apply part of the proceeds of this credit to payments under the contract for supply of energy meters.

This notice updates the General Procurement Notice for this project which was published on the EBRD's Web site on 15 February 2003.
KHERSON VODOCANAL (Vodocanal), the municipal water utility owned by the City of Kherson has applied for a loan from the European Bank for Reconstruction and Development and intends using the proceeds to improve the sustainability and level of water and waste water services in the City of Kherson. The proposed project, which has a total estimated cost of about EUR 19 million, will require the procurement of the following goods, works and services:
Improvement of water and waste water networks and pumping stations together with associated network management and monitoring measures/equipment.
Block and network meters.
Replacement of aeration equipment on the city's waste water treatment plant.
Associated technical assistance.
Tendering for the above contracts is expected to begin in the 3rd quarter of 2004.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The Sakhalin Oblast have applied for a loan from the European Bank for Reconstruction and Development to implement a programme of investments to improve provision of municipal water and district heating services in the Oblast municipalities. The proposed project, which has the total estimated costs equivalent to EUR 43 million, will require the procurement of the following goods, works and services:
Project management, technical design, procurement and supervision services;
Consultancy services for corporate development and creditworthiness enhancement;
Rehabilitation of water distribution, wastewater collectors and district heating networks;
Various works on water supply and wastewater facilities;
Rehabilitation and upgrade of heating substations;
Rehabilitation and upgrade of boiler stations;
Modernisation of pumping stations;
Supply of water meters, leak detection equipment, specialised vehicles.
Open tendering for the above goods, works and services is expected to begin in May 2004 and be completed in year 2007.
Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Banks Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII or the Charter or the United Nations or under a law of official regulation of the Russian Federation.
